Nagaland Chief Minister Neiphiu Rio has appealed to Union Home Minister Amit Shah to urgently reconsider the Centre’s decision to reimpose the Protected Area Permit (PAP) for foreign visitors in the state, warning that the move could severely affect tourism, cultural exchanges, and the state’s economic recovery.

He noted that the Ministry of Home Affairs (MHA) reinstated the PAP from December 17, 2024, in Manipur, Mizoram and Nagaland, citing security concerns in border areas. The three states had been exempted from the regime since 2010, with certain conditions. In his communication to the Home Minister, Rio acknowledged the sensitive security situation in neighbouring Manipur and the influx of refugees from Myanmar into Mizoram. However, he stressed that Nagaland’s circumstances are “vastly different” and should not be viewed through the same lens. The Chief Minister said the state cabinet had reviewed the issue twice this year, first on January 6 and again on March 27 before formally requesting the Ministry of Home Affairs (MHA) to withdraw the order.

Rio highlighted that Nagaland has experienced steady growth in international visitor arrivals since the PAP exemption was introduced in 2011, particularly during major events like the Hornbill Festival. He cautioned that reinstating PAP now could reverse the gains made in building Nagaland’s reputation as a safe and welcoming destination.

Officials note that tourism has become a key pillar of the state’s economy, supporting thousands of local livelihoods—from homestay operators and artisans to transporters and guides. The state government maintains that foreign tourist access in recent years has not led to any security complications, and that continued openness is essential for sustaining economic momentum.

Reiterating his appeal, Rio urged the Centre to take into account Nagaland’s stable law-and-order situation and its long-term efforts to promote cultural engagement with the global community.
